Indigenous and Ethnicity are a group of people with diverse beliefs and cultures. In Thailand, many ethnic groups live together under the Thai state system. Ethnicity and indigenous peoples differ in lifestyle, beliefs, and the surrounding environment, which has become an essential part of the complexity of interconnectedness of human existence.

However, the concept of Thai nationality and ethnicity remains ambiguous in terms of power distribution between groups with diverse beliefs. At times, this leads to conflicts between power and culture, which are difficult for its assessment. However, many ethnic groups still feel excluded.

“Being oppressed, exploited, and neglected by authorities” has become the conclusion of the definition of corruption provided by ethnic groups in interviews. Through field visits, conversations, and encounters with several communities in southern Thailand, this article aims to reflect the perspectives, feelings, and views on corruption from one ethnic group whose voices we may not often hear.

ชาติพันธุ์คือกลุ่มคนที่มีความเชื่อและวัฒนธรรมที่หลากหลาย ในความเป็นไทยมีหลายชาติพันธุ์อาศัยอยู่ด้วยกันภายใต้ระบบรัฐของไทย ความเป็นชาติพันธุ์และชนเผ่าพื้นเมืองมีความแตกต่างกันตั้งแต่รูปแบบการใช้ชีวิต ความเชื่อ รวมถึงสิ่งแวดล้อมรอบข้างที่กลายเป็นส่วนสำคัญของความซับซ้อนในความเป็นมนุษย์ 

อย่างไรก็ดี ชาติไทยและชาติพันธุ์ ยังเป็นสิ่งที่คลุมเครือในเชิงการจัดสรรอำนาจระหว่างกลุ่มคนที่มีความเชื่อหลากหลาย ในบางครั้งก็ส่งผลถึงความขัดแย้งระหว่างอำนาจและวัฒนธรรมซึ่งเป็นสิ่งที่ประเมินได้ยาก ยังมีชาติพันธุ์หลายกลุ่มที่ยังรู้สึกไม่เป็นส่วนหนึ่ง

“การถูกกดขี่ เอาเปรียบ และถูกละเลยจากเจ้าหน้าที่” กลายเป็นข้อสรุปของคำนิยามเกี่ยวกับการทุจริตของกลุ่มชาติพันธ์ุที่ให้ไว้ในบทสัมภาษณ์ ผ่านการลงพื้นที่ พูดคุย และได้พบเจอกับชุมชนชาวแลหลายชุมชนในพื้นที่ภาคใต้ของไทย บทความนี้หวังว่าจะได้สะท้อนมุมมอง ความรู้สึกและมุมมองต่อการทุจริตของกลุ่มชาติพันธุ์กลุ่มนึงที่พวกเราอาจจะไม่มีโอกาสได้ยินเสียงของพวกเรามากนัก

Since the 2021 military coup in Myanmar, many Myanmar refugees have fled the country to seek asylum in Thailand in order to save their lives. It is estimated that nearly 4 million internally displaced persons, though the exact number of those seeking refuge in neighboring countries, including Thailand, remains unknown.

In reality, Myanmar has long faced political issues, and nine refugee camps that have existed for over 40 years have had an impact on shaping a system of corruption in Thailand, through the exploitation and extortion of these refugees.

“Legal to Steal” is a feeling rooted in both gratitude and fear in a situation of human instability. The definition of corruption from this group of friends may differ from what the general public in society considers, but this definition is derived from the complexities of political conflict, the allocation of shared benefits, armed conflict, and the struggle to survive in a society that currently has no laws to protect them.

ตั้งแต่เหตุการณ์การรัฐประหารในปี 2021 ในเมียนมาร์ มีผู้ลี้ภัยชาวเมียนมาร์ต้องเดินทางอพยพเพื่อลี้ภัยจากเหตุการณ์ความไม่สงบมายังประเทศไทยเพื่อรักษาชีวิตของตัวเอง มีการคาดการณ์ว่ามีประชากรที่เป็นผู้ผลัดถิ่นในประเทศเกือบ 4 ล้านคน และไม่มีการทราบจำนวนแน่ชัดของผู้หนีภัยมายังประเทศเพื่อนบ้าน รวมถึงประเทศไทย  

ในความเป็นจริงเมียนมาร์มีปัญหาทางการเมืองมาอย่างยาวนาน 9 แคมป์ผู้ลี้ภัยมากกว่า 40 ปี มีผลกระทบต่อการก่อร่างระบบทุจริตในไทย ผ่านการเอาเปรียบและขูดรีดผู้หนีภัยเหล่านี้ 

“การใช้กฎหมายเพื่อการขโมยและขูดรีด” การมีความรู้สึกทั้งขอบคุณและหลาดกลัวในสภาวะที่ไม่มั่นคงทางมนุษย์ การนิยามการทุจริตของเพื่อนกลุ่มนี้จะอาจจะมีความแตกต่างออกไปกับคนโดยปกติในสังคม แต่คำนิยามนี้มีพื้นหลังมาจากความซับซ้อนของความขัดแย้งทางการเมือง พื้นที่การจัดสรรแบ่งปันผลประโยชน์ การสู้รบทางอาวุธและการพยายามเอาตัวรอดในสภาวะที่สังคมปัจจุบันไม่มีกฎหมายเพื่อคุ้มครองพวกเขาเหล่านี้

We all are laborers in one way or another, as long as work exists and the economic system continues to circulate. In Thailand, many workers depend on survival through working beyond regular hours or doing overtime to earn enough income to survive each day. Many workers endure harsh working conditions and do not have the enjoyment of their free time to engage in other activities.

In addition to the difficult conditions, many workers often face injustices within the labour system. In many cases, even though labour rights are legally protected, workers are still exploited by not being paid wages for overtime, being denied other social protection rights, and facing various forms of unfair treatment. Despite the existence of complex laws, workers continue to face exploitation.

“Class-based exploitation” is the term workers use to define corruption in their situation. Despite laws aimed at protecting them, the capitalist class and the elites still manage to find ways to exploit these workers. พวกเราทุกคนถือเป็นแรงงานไม่ทางใดก็ทางหนึ่ง ตราบเท่าที่มีการเกิดขึ้นของงานและการหมุนเวียนของระบบเศรษฐกิจ ในประเทศไทยแรงงานไทยมากมายต้องพึ่งพาการอยู่รอดด้วยการทำงานมากกว่าเวลาปกติ หรือการทำงานล่วงเวลา เพื่อให้มีรายได้พอเพียงกับการเอาตัวรอดในแต่ละวัน แรงงานหลายคนต้องทำงานอยู่ในสภาวะที่ยากลำบากและไม่สามารถมีชีวิตที่มีเวลาว่างเพื่อทำกิจกรรมอื่นได้ 

นอกจากสภาวะที่ยากลำบากแล้ว แรงงานหลายคนมักจะต้องพบเจอกับความไม่ยุติธรรมในระบบจ้างงาน ในหลายเคส แม้ว่าจะมีกฎหมายรับรองสิทธิแรงงาน แรงงานหลายคนก็ยังถูกเอาเปรียบ โดยไม่ได้รับค่าจ่าง ทำงานล่วงเวลา การไม่ได้รับสิทธิการคุ้มครองทางสังคมอื่นๆ แม้จะมีกฎหมายที่ซับซ้อนหลายฉบับ แต่แรงงานก็ยังถูกเอาเปรียบอยู่

“การเอาเปรียบทางชนชั้น” คือคำนิยามการทุจริตในมุมมองของแรงงานที่ตีความต่อสภาวะการณ์นี้ แม้ว่าจะมีกฎหมายที่พยายามคุ้มครองพวกเขา แต่กลุ่มชนชั้นนายทุนและชนชั้นนำยังสามารถหาวิธีการเอาเปรียบแรงงานเหล่านี้ได้ มาร่วมเข้าใจมุมมองผ่านบทความสัมภาษณ์แรงงานเกี่ยวกับการนิยามการทุจริต

Thailand has a long history of political movements, which have often revolved around the demands of young people across various generations and political coups. The demands in each era share similarities, often focusing on constitutional amendments, the call for freedoms of expression and human rights, the transition of political power, and even military coups.

In the present era, political movements continue to emerge as they have in history. The line between “political cases” and “freedom of expression” remains difficult to draw, given the diverse social perspectives. Many activists face legal repression after voicing their demands for freedom and rights. The term “SLAPP” is commonly used in activist circles, referring to lawsuits designed to silence political expression in order to protect certain interests.

Article Migrant Workers “Powerless, Stateless and Exploited under a Corrupted Migration System in Thailand”

It is undeniable that Thai society has a long history of migrant workers from Myanmar. While migration from Myanmar may appear to be solely driven by the need to support livelihoods, it is intricately connected to various social statuses and power dynamics.

Migrant Worker Cards (Pink Card) is a crucial process that grants their workers a “legal” status, reducing the stigma of being seen as selfish or involved in illegal practices and activities. However, having a legal status still can not truly protect them from exploitation and being extorted under a corruption system.  

The definition of corruption among migrant workers is explored through an article that seeks to understand the situation of migrant workers and how they define corruption, from the perspective of a group that exists as a significant portion of Thai society but has not been well understood by the general public.
