PEF is an independent NGO established in 2008 in Thailand. With our bottom-up and gender-sensitive approach, we address the needs of grassroots civil society networks in their efforts to advance human rights and democracy. We create sustainable tools for community organizations, grassroots coalitions, and civil society movements and connect them so that they can work effectively together for peace, social justice, human rights, and democracy.
PEF believes in a world where democracy and human rights can be achieved for all, and where local communities are respected and included in national, regional, and global policy-making processes. We believe in a society where everyone, and especially young people and people in situations of vulnerability, are empowered to create sustainable change, where the rights of marginalized groups are protected and where all will have unhindered access to services and opportunities to reach their full potential.
PEF aims to empower a strong civil society from the bottom up and supports people-to-people (P2P) engagement to create sustainable change between various community networks to enhance mutual understanding and co-operate with social change. PEF works to ensure that human rights are respected and achieved for all, with a focus on Thailand and other ASEAN countries. Based on the PEF bottom-up strategy, considering that local communities are the best experts on their own realities and experiences, PEF aims to build bridges between grassroots and vulnerable communities—often excluded from political processes—and national, regional, and global institutions and human rights mechanisms in order to ensure that their voices are meaningfully included.

Pillar of Human Rights

Under the human rights international framework, PEF works on human rights awareness and promotes engagement with the UN human rights mechanisms such as UPR (Universal Periodic Review) and submitting shadow treaty bodies reports, including support information to the UN special procedure with special rapporteurs. Furthermore, PEF also engages with ASEAN regional human rights mechanism as the ASEAN Intergovernmental Commission on Human Rights (AICHR). Regarding the national level, PEF is part of the regional network of the Asian NGOs Network on Human Rights Institute (ANNI) as the representative of Thailand monitoring the performance of the National Human Rights Commission of Thailand (NHRTC). Besides advocacy works, PEF gives priority to humanitarian works by providing essential humanitarian assistance to refugees, vulnerable, or anyone who is in need. PEF also supports several refugees during resettlement programs to third countries.

Pillar of Democracy

The people’s engagement with politics is a crucial improvement for democracy. PEF has education programs for people to understand democratic principles through democratic institutions’ tools and trust in people’s (their) power. PEF is a regional member of the anti-corruption coalition to work with the ASEAN and ASEAN-PAC, ensuring transparency and accountability, freedom of expression and strengthening democratic institutions in Thailand and ASEAN. Outside the scope of Thailand, PEF also supports transitional justice in Myanmar and conveys the idealism of Federalism and local government of ethnic groups by upholding the drafting process of Myanmar’s Federalism Constitution. Moreover, PEF supports ethnic minorities in developing their own strategy through human rights training and community dialogue, supporting the inclusiveness of women’s leadership roles.

The Pillar of Peace

PEF has been continually working on peace-building and conflict resolution upholding the principle of self-determination. PEF also promotes the inclusiveness of civil society organizations and grassroots in peace dialogue and peace talks in Thailand and countries in South East Asia. In addition, PEF conducts research and a people-to-people exchange program (P2P) between the deep southern provinces (Thailand), Mindanao (Philippines) and ACEH (Indonesia), sharing experiences on peace-building for each country. PEF also has experience in self-determination and the peace process in Timor Leste during the revolution period. Lastly, PEF nurtures social development after post-conflict.
